Richland County - Mass Fatality Exercise

Montana Department of Public Health & Human Services (MTDPHHS)- ICS Section Training
Spartan has once again partnered with the MTDPPHS to develop targeted training for Montana's Healthcare systems. Over the course of the next few months Spartan will be revising current ICS training courses into Section-specific training aimed at providing hospital, public health, and EMS professionals a better understanding of how they can use ICS to manage incidents. Spartan Consulting Working with Missoula City-County Health Department on revision of local Strategic National Stockpile Plan
Spartan has joined forces with the MCCHD to revise their current SNS Plan. Objectives of the project, which will continue through Spring of 2012, includes:
Recommendations on steps to take to establish a community-wide SNS Planning team that would involve agencies necessary to successfully request, secure, transport, distribute, track, and dispense SNS resources.
Recommendations on assigning SNS roles and responsibilities according to the Missoula County Multi-agency organizational structure, which is based on Emergency Support Functions (ESFs). - Recommendations on coordinating SNS activities between the County EOC and the Missoula City-County Health Department Operations Center. Hospital Emergency Operations Plan Review Workshop - Montana Hospital Association (MHA) Annual Convention Brett Lloyd of Spartan Consulting was asked to be part of an expert's panel assisting with a Hospital EOP workshop held at the MHA Convention in Billings, MT. The hands-on workshop was led by Mitch Saruwatari of LiveProcess and was designed to provide participants with expert advice on developing or improving their hospital EOP. Montana Department of Environmental Quality- Energy Assurance Plan Review & Exercise
Recognizing Spartan's expertise in both planning and exercise design & management, the MT DEQ has asked us to review their Energy Assurance Plan and assist them in conducting a tabletop exercise to test its effectiveness. This project is part of the American Recovery & Reinvestment Act grant funding to the State of Montana for the purpose of protecting our critical infrastructure. Montana Department of Agriculture- Agricultural Pest Response Plan Full Scale Exercise
As part of their ongoing committment to protecting Montana's agricultural crops and economy, the MDA asked Spartan Consulting to develop, facilitate, and evaluate a state-wide full-scale exercise aimed at testing their Ag Emergency response plans. The exercise was held in Bozeman from August 16-18, 2011 and included participants from local area farms and nurseries, the City of Bozeman, the Montana Deparment of Agriculture, the US Department of Agriculture (APHIS), and Montana Disaster & Emergency Services. NIMS & Weapons of Mass Destruction Awareness Training - Montana Law Enforcement Academy, Helena MT
On a snowy March 2011 morning, nearly 50 MLEA cadets representing law enforcement agencies from all over the state received free NIMS & WMD Awareness Training delivered by Brett Lloyd of Spartan Consulting at the MLEA Campus in Helena, MT. The training consisted of information on the common types of Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) weapons, common CBRNE attack indicators, and the use of the RAIN (Recognize, Avoid, Isolate, Notify) standard of Hazardous Materials response. Instruction also included how to use the US-DOT Emergency Response Guidebook (ERG) for responding to Hazardous Materials incidents and an overview of the National Incident Management System. This is the fifth time Brett has provided training to MLEA cadets at no cost to the MLEA or the State of Montana and is just one more example of Spartan's committment to public service and "superior emergency preparedness". CERT Training - Civil Air Patrol, Gallatin County, MT
Over the course of three Saturdays in August, September, and October 2010, Spartan Consulting coordinated CERT training for the Gallatin County Civil Air Patrol Squadron. Over 30 cadets took part in this important training to help improve the readiness of themselves and their community. Hospital Command Center Training and Regional Exercise - North Valley Hospital, Whitefish, MT
Spartan Consulting recently offered it's HCC Seminar to Regional Leadership staff at NVH in Whitefish. This "hands-on" HICS-based training, which was developed by Brett Lloyd of Spartan Consulting, was designed to provide healthcare managers, supervisors, and administrators with the basic knowledge and understanding necessary to effectively staff, operate, and manage a Hospital Command Center during emergency situations. Hospital leaders from 5 area hospitals came together to attend the training, which was also observed by Program Managers from MTDPHHS and ASPR Region 8 (Denver). The training was a great success with very high praise from all attending. The day following the training, Spartan conducted a Drills exercise for NVH centered around a hazmat releasein the Emergency Department. NVH Staff spent 3 nervous hours testing their plans, policies and procedures for responding to a hazmat release at the hospital. Montana Special Needs Planning Project- Governor's Office of Community Services
In April of 2009, the Governor's Office of Community Services (OCS) embarked on an ambitious mission to provide "Special Needs Populations" planning guidance to each of Montana's local jurisdictions. To assist with this ground-breaking project, the OCS retained the services of Spartan Consulting through March 2011to provide guidance on planning, toolkit development and use, and to provide outreach training to jurisdictions using the the planning tookit in revising their local Emergency Operations Plans. Spartan Consulting Assists With Montana's State Emergency Operations Plan Revision
In early 2009, Spartan Consulting partnered with Montana Disaster & Emergency Services to help revise the State's EOP. The Plan, which had not been revised since 2001, follows the same format as the National Response Framework (NRF). This provides for the coordinating structures needed to make disaster and emergency response between State agencies, local and tribal jurisdictions, and the federal government more efficient. Vigilant Guard 2009 Full-Scale Exercise
This September, Montana hosted the largest disaster exercise ever held in this area when they kicked off the 3 day long Vigilant Guard 2009 FSX. The exercise, which simulated a 6.5 earthquake in the Helena Valley, included over 1500 participants from dozens of local, state, and federal agencies throughout the region, some as far away as Utah, Colorado, and California. Brett Lloyd of Spartan Consulting had the great opportunity to play dual roles in the exercise serving first as a player-participant in the Lewis & Clark County Emergency Operations Center (EOC) and also as a Controller/Evalautor for one of the train derailment HazMat Scenarios. As a player, Brett served as the County EOC Planning Section Chief for all 3 days of the exercise. As a C/E, Brett had the best seat in the house to observe Montana's State HazMat Incident Response Team (SHMIRT) work closely with Wyoming's 84th Civil Support Team and rural firefighters from East Valley, East Helena, and Broadwater county departments on a simulated train derailment near Ease Helena, MT. To make things even more interesting, the HazMat scenario was held at night in an area with no street lights so the teams had to provide all of their own lighting. Despite the challenges, the scenario response went like clockwork with multiple entires being made by both the CST and SHMIRT and invaluable decontamination and scene control assistance being provided by the rural fire fighters. All participants, which numbered in the dozens, showed great professionalism as well as impressive technical and tactical capability. We even had the great honor of being visited both by a delegation of foreign diplomats from the former Soviet Republics of Kyrgyzstan and Georgia and representatives from the Governor's Office. Spartan Consulting Provides Training to Members of the Governor's MAC-G
Spartan's Brett Lloyd provided ICS training to members of the Governor's Multi-Agency Coordination Group, or MAC-G. This group is made up of members of the Governor's Cabinet and other State Agency heads. Spartan was called in to help prepare this group for participation in the Vigilant Guard 09 full-scale exercise by presenting the FEMA ICS 402 course at the State Capitol Building. Brett was very honored to have been chosen for this service and was very impressed with the participation and enthusiasm of the MAC-G members.

OSHA HazMat Operations & Patient Decon Training for Hospital First Receivers
Spartan Consulting recently had the pleasure of conducting a series of HazMat trainings for several Montana hospitals. By taking advantage of left over grant funds, hospitals in Dillon, Havre, Red Lodge, and Whitefish, all had the chance to receive Spartan's 8-hour HazMat Operations course at no cost to their facility. This course, which was developed based on the OSHA 1910.120 requriements for Awareness and Operations level certification for "first recievers", provides instruction in HazMat incident identification and procedures, Level-C PPE donning and doffing, decon for ambulatory and non-ambulatory patients, and guidance on inexpensive decon equipment and tools. As always, Spartan enjoyed the chance to once again travel to our State's hospitals and work closely with the dedicated staffs that work so hard to keep them prepared. Spartan Consulting has once again contracted with MDT as part of a statewide effort and joint collaboration between the MT Disaster and Emergency Services and the MDT to get as many MDT staff trained in the NIMS IS 700 and ICS 100 courses as possible. Training will be provided in over a dozen different locations throughout the State for MDT field personnel whose responsibilities include the oversight and management of all Montana roads and highways within their respective jurisdictions to include response to hazardous materials accidents, severe weather situations, and major accidents. Previously, Spartan provided training for over 600 MDT personnel in the summer of 2008 and we appreciate this opportunity to once again provide this service for the State of Montana. Facilitation of Missoula County's Pandemic Influenze Planning Committee's Annual Meeting

Montana's FY08 State Preparedness Report to Department of Homeland Security

This report is an annual requirement under the Post-Katrina Emergency Management Reform Act of 2006. Spartan Consulting Completes Statewide HazMat Response Training Survey
Spartan Consulting is proud to have recently worked with the Montana Fire Services Training School, the State of Montana HazMat Incident Response Team, MT-DES, and the State Emergency Response Commission's HazMat Subcommittee to assist with the development, administration, and evaluation of a statewide survey. The purpose of the survey was to assess the level of HazMat incident response training throughout the state. The results of the survey will help determine what training has been done and what training is still needed or desired. The overall goal is to use this information to target local jurisdictions needing future training in order to increase overall State Hazmat response readiness. Funding for the project and the expected training will be provided by future Homeland Security grants. Local fire, EMS, law enforcement, and private industries were contacted throughout the state to take part in the survey over the course of several weeks. Respondents to the survey recieved a complimentary copy of the new NFPA 472 manual as well as the chance to recieve future trainings at little or no cost to their agency. NIMS Compliance Training - Indian and Tribal Health Services in MT & WY
Spartan Consulting recently wrapped up a summer long project in conjunction with the Montana Bioterrorism Training Project and Indian Health Services to train as many IHS and Tribal representatives in the NIMS IS 700, ICS 100, and ICS 200 courses as possible. Training was conducted at all of the IHS/Tribal facilities in the Billings Area Office, which includes all seven reservations in Montana as well as the Wind River Reservation in Wyoming. Goals of the exercise were to implement and manage a NIMS-compliant ICS structure, manage public information, medical supplies and resources shortages, and manage medical surge issues related to a mass casualty event. NIMS Compliance Training - Montana Department of Transportation, Helena MT
Spartan Consulting recently provided core NIMS training to 31 Maintenance Supervisors from the MT DOT in Helena, MT. The training was the first of several sessions to be held throughout the State of Montana and is part of a joint effort between the MT Disaster and Emergency Services and the MDT to get as many first line MDT workers trained in the NIMS IS 700 and ICS 100 courses as possible over the course of the next few months. Attendees consisted of MDT Maintenance Supervisors stationed throughout the State whose responsibilities include the oversight and management of all Montana roads and highways within their respective jurisdictions to include response to hazardous materials accidents, severe weather situations, and major accidents. Weapons of Mass Destruction- Explosives Awareness Training - University of Montana-Helena College of Technology, Helena MT
Safety Committee members from the UM-HCT recently recieved WMD-E Awareness Training delivered by Brett Lloyd of Spartan Consulting at the Donaldson Campus in Helena, MT. The training consisted of background information on the different types of explosives, common bomb-making components, and some basic awareness information on recognizing and responding to a suspected explosive event. The course was the second in a series of courses on Weapons of Mass Destruction Awareness being provided to HCT by MT Disaster & Emergency Services at the request of HCT's Safety Committe. Multiple Casualty Incident Training - Marcus Daly Memorial Hospital, Hamilton, MT
Spartan Consulting assisted representatives of the Montana Bioterrorism Training Project in the delivery of it's new course entitled "Managing Multiple Casualty Incidents: The Hospital/Pre-Hospital Interface". Attendees included representatives from area fire departments, EMS, the hospital, law enforcement, public health, and the Rocky Mountain Laboratories complex. The course included two tabletop exercises as well as instructional modules and is designed to increase the jurisdiction's efficiency in responding to and recovering from an incident involving multiple casualties while also improving the EMS/Scene to Hospital interface through the use of the Incident Command System and a commonly accepted triage system. Pandemic Influenza Tabletop Exercise- Flathead County, Kalispell, MT
Spartan Consulting developed and delivered a TTX entitled "Flathead Flu I" for over 35 representatives from local Public Health, Hospitals, Law Enforcement, Fire, EMS, Emergency Mangement, and the County Commission at the Flathead City/County Public Health Dept. building. Participants said that the exercise was very useful and illustrated a great many areas for future work and improvement. ICS 300 for Healthcare and Tabletop Exercise - Holy Rosary Healthcare, Miles City MT
Holy Rosary Healthcare received 16 hours of emergency management training in utilizing elements of the National Incident Management System and the Incident Command System for expanding medical incidents. Attendees consisted of HRHC administration and staff whose responsibilities include the oversight and management of response activities during emergent situations at the facilities that currently make up the HRHC campus in Miles City. The training was “tailored to fit our needs” as expressed by Ms. Sherry Taylor, Critical Care Services Manager for HRHC, and was capped off with a 2-hour tabletop exercise focusing on evacuation of the HRHC Main Building. MTDPHHS Emergency Operations Plan - Montana Dept. of Public Health & Human Services
Spartan Consulting recently developed a new Emergency Operations Plan for the MTDPHHS. This document, when approved and adopted, is designed to be the core document or “basic plan” for the Department and provides the framework in which the Department and its various divisions can plan and perform their respective functions during a public health or medical emergency. Once implemented, all other DPHHS plans will be considered annexes to this EOP, which itself is part of the overall State Of Montana Disaster & Emergency Plan.
This EOP incorporates relevant portions of and, upon full implementation, will supersede the following previous DPHHS plans:
Human Disease/Public Health Emergency Plan (dated 2005)
Annex L: Health, Medical, & Mortuary Plan (dated 9-30-1991)
The MTDPHHS EOP was designed to be consistent with and subordinate to higher-level plans including the U.S. Department of Homeland Security’s National Response Framework, and the aforementioned Montana Disaster & Emergency Plan. Mass Fatality Incident Coordination Plan - Montana Dept. of Public Health & Human Services
Spartan Consulting recently developed a new Mass Fatality Incident Coordination Plan for the MTDPHHS. This document, when approved and adopted, will serve as the State's primary document for coordinating assistance to local jursidiction's in the event of a Mass Fatality Incident (MFI). The plan is a stand alone, event-specific, annex to the recently developed MTDPHHS Emergency Operations Plan and is designed to outline roles and responsibilities of State agencies in the event of an MFI requiring State assets activation. Spartan Consulting worked closely with representatives from the MTDPHHS Public Health & Safety Division as well as representatives from MT Disaster & Emergency Services, the Montana Board of Funeral Services, and the Montana Dept. of Labor & Industry in completing this project. Pandemic Influenza Tabletop Exercise- Missoula, MT
Brett Lloyd of Spartan Consulting had the pleasure of assisting with Missoula City-County Health Department's PanFlu Exercise. Brett served as the Policy Group table's facilitator for the duration of the exercise which was held "to foster on-going planning and training relationships with key partners to establish a coordinated coummunity-wide process to traige, transport, and treat large numbers of influenza patients and.....to prepare a work plan to guide the continued improvement of policies and procedures needed to respond to an influenza pandemic in Missoula County." Numerous representatives from local area Public Health, Hospitals, Law Enforcement, Fire, EMS, Emergency Mangement, and other agenices attended the exercise and worked together quite well to accomplish the exercise objectives and goals.
